i have ben suspended because i don't have a debit card right now. I tried to switch to paypal but it will not update.

The document here may help change your billing to Paypal.  Click on Manage Your Account, Change to Paypal.  Note the change to Paypal cannot be done with the HP Smart mobile App, you will need to use a web browser as shown in the screen shot below:
