I Had My Computer about a Year. never had Trouble until now

I have Notice my Task Bar Frozen and can't do nothing with my with apps and Icons And my Task manager having Trouble Responding and then Freeze or Crash.
I'm Unable to access my Work space and Settings because my Task bar is Frozen .
I can get some access to Programs Like Google Chrome and other Programs .But i can't access to any of my Windows 10 Applications Also i'm unable to Download any winrar flies off form the Internet because it will show Message like Failed - Insufficient permissions In my downloads.
Sometimes the whole Desktop Screen crashes turns Black and explorer.exe Restarts itself its like i been Ban form my own Computer any suggestions ?

I reviewed your post and I understand that the taskbar is freezing and you are unable to use any Windows applications.

 

Don’t worry, I assure you I will try my best to get this sorted.

 

In order that I may provide you with an accurate solution, I will need a few more details.

  • When was the last time the computer was working fine?
  • Have you made any software or hardware changes on the computer?
  • Have you performed any troubleshooting steps before posting?

While you respond to that, I recommend you perform a system restore back to the date when the computer for working fine.
