Dear HP Support Team,
Hello. We have been using ZCentral for quite some time, and we have often experienced delays from login until the connection is fully established, which has been a source of frustration.
While reviewing sender and receiver logs for a separate issue, we also investigated this behavior. We would greatly appreciate your assistance if this issue can be resolved.
When the connection takes a long time to establish, the sender log ( rg.log ) shows timeouts when communicating with the license server, as shown below:
01-14-26 15:30:33 24100(4228)[] INFO - Attempting to get license. Provided license servers are http://[LIC_SERVER]:7070/request and <not-specified>
01-14-26 15:30:33 24100(4228)[] DEBUG - Checking out feature "Agent-Session"; count to rise to: 1
01-14-26 15:30:33 24100(4228)[] DEBUG - Checking out feature "Agent-Graphics"; count to rise to: 1
01-14-26 15:31:03 24100(4228)[] ERROR - Getting license failed: Could not send message to FNE license server. [1,7e5,9,0[74000008,1c,100601cb]] Generic communications error.
[1,7e5,9,0[75000001,28,3001014c]] General data transfer failure. Timeout was reached
01-14-26 15:31:03 24100(4228)[] ERROR - Feature was obtained in Capability Request, but encountered exception during acquisition.
01-14-26 15:31:03 24100(4228)[] DEBUG - Clearing trials
01-14-26 15:31:03 24100(4228)[] INFO - License acquired; source: grace_period; time: 0.00 s; remaining: 6 days;
01-14-26 15:31:03 24100(4228)[] INFO - Successfully checked out a CA+ (Grace period) license.
In addition, even when the sender’s rgsenderconfig file is configured to restrict license usage to CA+ only, the same issue still occurs:
Rgsender.PreferredLicenseOrder=CA+
Connectivity tests using curl consistently show no noticeable lag:
curl http://[LIC_SERVER]:7070/request
{
"key" : "org.springframework.web.HttpRequestMethodNotSupportedException",
"message" : "org.springframework.web.HttpRequestMethodNotSupportedException",
"arguments" : [ "Request method 'GET' not supported" ]
}
We also tested retrieving license information directly on the sender machine using rb-license-tool, and observed that the same issue sometimes occurs:
C:\Program Files\HP\Remote Graphics Sender>.\rb-license-tool.exe list --license-server-url http://[LIC_SERVER]:7070/request -vv
Note - Licenses in use on this machine may not be reflected in the Available/Total counts.

| Agent-Session | 14-Mar-2026 23:59:59 | ## | ## | ## |
---------------------------------------------------------------------------------------------------------------
Immediately retrying the same command sometimes results in the following error:
C:\Program Files\HP\Remote Graphics Sender>.\rb-license-tool.exe list --license-server-url http://[LIC_SERVER]:7070/request -vv
Note - Licenses in use on this machine may not be reflected in the Available/Total counts.

[1,7e5,9,0[75000001,28,3001014c]] General data transfer failure. Timeout was reached
Given that the same symptoms occur even when the sender machine is running Linux, I suspect this is not a client-side issue.
I suspected the license server might be overloaded or blocked for some reason.
However, after reviewing the server logs, there are no obvious warnings, and the issue occurs even when approximately 20 licenses are still available, which makes the cause unclear.
On the license server side, whenever the connection eventually succeeds (after waiting), the following entries are consistently logged:
pcoip-license-server.log
[SENDER_IP_ADDRESS] - - [14/Jan/2026:15:41:14 +0900] "POST /request HTTP/1.1" 200 635access_2026_01_14.request.log

2026-01-14T15:38:04.091Z{UTC} INFO [**** request] Successfully handled acquire request for feature Agent-Graphics 1.0 count=1 correlationID=****
Is there any workaround or mitigation available for this issue?
If we wait long enough, the connection always eventually succeeds, so this is not a critical failure; however, any improvement would be greatly appreciated.
Additionally, this may be unrelated, but since the license server is operated in an offline environment, the following error is logged. Is there a way to suppress this error? It does not appear to affect operation, so ignoring it is acceptable if necessary.
2026-01-14T15:26:59.584Z{UTC} ERROR [AZP3EM785FRC sync-session=3KW886MJZLQD] Error when streaming clients for sync: Connection to https://teradici.compliance.flexnetoperations.com/deviceservices failed with exception: I/O error on POST request for "https://teradici.compliance.flexnetoperations.com/deviceservices": Connect to teradici.compliance.flexnetoperations.com:443 [...] failed: Network is unreachable (connect failed); nested exception is org.apache.http.conn.HttpHostConnectException
We have not yet tried restarting the license server itself. We are considering doing so when we next renew or update licenses, and if there are any recommended actions we can take at that time, we would appreciate your guidance.
Best regards,

Hello. I am grabbing all of the details from your post and will do some work on this. I saw that you said you moved the CA+ license to the front and remove everything else. We have found that do that saves around 60 seconds. My question is the change that was made. Did you remove the # and then make the change, save it, and not do a SaveAs, as this only creates a second rgsenderconfig file and nothing will change. You need to make sure you modify it with admin privileges, remove the #, move CA+ to the front, save the change and then restart the sender to have the change take effect. Can you reach out to me at ZCentral@hp.com on this. I don't know if you can attach things here in the forum, and I generally don't ask that logs be shared on the forum as they contain a lot of information about your environment. Can you also let me know if you are using a cloud or local license server when you email me.
Here is what I usually suggest that users do on the rgsenderconfig file:
## Sets the preferred order that the Sender will attempt to checkout licenses in.
# Rgsender.PreferredLicenseOrder=Preload General HDI Trial CA+
Change to
Rgsender.PreferredLicenseOrder=CA+ Preload General HDI Trial
