PM got disabled for you so I have not been able to respond but did read the email.  I asked the moderator to re-enable PM for you.  From what I read the solution works, with a few things about pinning.  The old behavior in the post you mentioned brought back memories, guess I have been on the forum for a long time....  The old behavior was to always have the tool bar visible, but you could hide it or unhide with Hotkey H.  In the newer releases it was changed to always be hidden unless you hovered and/or pinned the tool bar.  I did not get a chance to try the property I gave you so will take a look at that to see about the pinned behavior.
