Printer will not print-ERROR MESSAGE -  Cartridge cant be used  until printer is enrolled in HP Instant Ink.

Instant Ink was cancelled.

Instant Ink cartridges do lock / stop after the subscription is cancelled.

This is normal behavior.

Ideally, the cartridges should be returned to HP (as mentioned in the Terms of Service Contract).

Did you remove all the Instant Ink cartridges and replace them with a purchased set of HP ink cartridges?

If you have done so, then also try shutting off Web Services.
