Good day.
I received message that in cartridge "appears to be missing or damaged". I purchased and installed
a new HP cartridge and the error message remains. I tried shuting down and cutting power but cannot
get it to change. Any ideas?

Sounds like the cartridge and the printer are not communicating. I would suggest removing the cartridges and wiping the little metal contacts on the cartridges. Also have a look inside the print head to see if there is any obvious damage to where the cartridges sit in.
