Microsoft Windows 10 (64-bit)

I have an officejet pro 8625 and I changed wifi routers and I am trying to do a simple task and set up the printer to the new wifi network BUT the printer has the set up wizard locked..says locked by your administrator. I am the administrator and there is no way to get past this. I cannot log into the web page to manage the printer either because the printer is not online and not responding to the web page. HOW DO I GET PAST THIS to get the printer set up on the proper network and put in the password. It shouldn't be this complicated!
