The following is relevant to recent versions of Windows
Discussion
Software and Applications, Installations, Browsers, and Updates respond to your Internet connection configuration and status of the connection.
For example,
Anything that is downloaded via the Browser. Browser is only able to use your Internet connection as configured - the browser does not create the connection.
Your Browser does not like any connection to the Embedded Web Server (EWS) simply because the browser cannot understand your "home network" configuration. It interprets any home network address as "evil" - how the browser responds depends on the browser. Some browsers let you simply "insist" all is well and continue.
If you are using a Browser or a direct connection to the Microsoft Store , your connection is dependent on how your device connection to the Internet is configured AND how that connection is interpreted.

Installation - HP Smart
The issue is not likely the result of something embedded in the HP Smart application. If the application won't even install in Windows, then other possible "non-working" application bits lack significance.
The Microsoft Store uses whatever connection you have to the Internet and your browser to provide download / installation service. The Store does not care about nor does it change your network connection type.
How you are connected to the Internet is dependent on:
- How your network is configured
- How Windows reads the configuration and how your Security software impacts the setup.
- How the browser is configured AND how it interprets the Internet connection data
A couple of places to look:
Issues impacted by Network Connection difficulties include (and are not limited to):
- Printers / Printing: Full Driver printer is installed and working - or not
- Selecting to Print Documents - HP Smart issues a warning that the software is not installed
- Installation - HP Smart won’t install and / or complains of a “Public Network” setup
Places to check
- Make sure your Network Profile is set to Private
- Ensure Network Discovery / Printer Discovery is switched on in the Private Profile setup
- Printers >>> Control Panel > icon view > Devices and Printers > Right-Click on and Remove printer > wait a few seconds > Add a printer in Devices and Printers

1 >> Private / Public - Stuck on Public Network and Windows cannot switch / stick the setting
Normally, in Windows:
In Taskbar > Click on Wireless icon > (at the bottom of the list) Network and Internet Settings
Click on Connection type (in list) > Properties > Switch from Public to Private
Wait! What if?
Security software might be in charge of this setup!
Check your Security software – find and set the Profile to Private (as opposed to Public)
2 >> Switch ON Network Discovery and (Printing) Printer File Sharing
How to Verify / Switch on / off Network discovery and File and Printer sharing
Control Panel > icon view > Network and Sharing Center
Change advanced sharing settings >
Beneath Private (current profile) >
Network Discovery
Select (Switch ON (Off = UNCheck) Turn on network discovery
Check / Switch ON (Off = UNCheck) Turn on automatic setup of network connected devices
File and printer sharing
Select / Switch ON (Off = UNCheck) Turn on file and printer sharing
HomeGroup Connections
Select / De-Select Allow windows to manage homegroup connections (recommended)
Save Changes
3 >> Printing – Remove / Add-a-printer in Devices and Printers
Control Panel > icon view > Devices and Printers
Right-Click on Printer > Remove Device
Wait a few seconds…
Along top ribbon in Devices and Printers > Add Printer
The printer I want isn’t listed…
Add the printer using the IP - TCP/IP address
