Black smudges down the right side of the paper. When I remove the cartridge, the roller has smudge of toner in that area. This is a new cartridge. When I put the old one back in there is no smudge. Is it the cartridge? If so, can I fix it?

If one cartridge does it and the other does not then it is 99% likely you have a bad cartridge. It happens. Personally I would not waste time trying to fix it, hold the vendor accountable and get them to replace it. Probably something stuck to or a deformed mylar blade in the cartridge that allows toner to fall out. Or a bad end seal on the drum.
