Are you having issues only while printing or even while making a copy from the printer?
What happens when you try to print the print quality diagnostic page from the printer?
Could you please respond to this post with the details of the printer so that I can provide you with accurate steps which should help you resolve this issue.

Blue, (Cyan), dots on all pages indicate a defective Cyan toner cartridge.
Cleaning does not fix a defective cartridge.
If the supplies status page shows that you have more that 20% toner left you might be able to get a free replacement from the supplier/HP.
