Not necessarily since when you run the cleaning function the belt turns and if the drum has toner on it, it will just move back onto the transfer belt from the toner drum. I have worked on printers for over 20 years and believe me when I say you need to replace the toner cartridge you need to replace it and the problem will be gone. Think logically about it. When you run a print job the printer uses all 4 toners to print what you are printing. Since only one color has a defect it has to be the toner since if the belt was the issue then you would have an issue with the other colors. What is happening is when the print job is done (keep in mind the transfer belt has two sides) and the printer is getting ready for the next page or job as it moves to clean the residual toner the bad toner is laying down down causing the band.

Davidzuts solved this issue: He even explained why you cant clean something which is broken.  By showing what is broken!

I gotta tell ya, I hate the taste of crow! I'm glad you served it with a dash of sugar. I replaced the cyan cartridge. After a long initialization and calibrtation cycle, I ran the cleaning function and was greeted with a clean piece of paper. Thank you for saving me the cost of an unnecessary cleaning or repair.
