I want to cold reset printer and I followed this query for the problem "Menu access is disabled"
Link: https://h30434.www3.hp.com/t5/LaserJet-Printing/Menu-access-is-disabled-HP-LaserJet-Pro-M402n/td-p/6...
The proposed solution is given as: https://www.youtube.com/watch?v=Pg72V2vCLN8
..where keeps the right arrow and cancel button pressed then restarts the printer to reset
But it DOES NOT work for LaserJet Pro M402dw. HELP!!

Those should be the correct steps. Perhaps you are preforming one of the steps out of order, or there is something damaged with your control panel. The only difference between the 402dn and 402dw is that one has wireless (dw) and one is Ethernet cable only (dn). Unless you have a different control panel (touch screen vs buttons) the steps should apply.
Cold Reset HP LaserJet M402:
1. Power off the printer
2. Press and hold the Right Arrow and the Cancel button
3. Power on the printer
4. Release the buttons when the printer displays "Permanent Storage Init"
Maybe you could take a video and show us what you are doing so we can compare?
