I was hoping that I could find a part number for an ADF Roller Kit in the manual, but HP only lists the ADF as a whole unit.

I have found a part number for the Separation Pad, B3Q10-40080

And another part number for a Roller Kit, B3Q10-60105

Some of the web sites I checked show the Roller Kit with a Separation Pad, some, (including HP), show the Roller KIt as the assembly with the Pick and Feed Rollers.

The list price on each of the part numbers I found is about $80 which seems high for the Separation Pad, (which is just a piece of "rubber").

Do I need both parts or does the Roller KIt include the Separation Pad?

They are separate items so you need both.
