Every time I print I get "cooling down" as an error. Every time. The printer is not blocked from airflow in any way. It sits on an elevated stand and has plenty of ventilation. I have to restart EVERY time and the problem goes away for printing one document.

Thank you for posting, however you need to include more details to make it possible for someone to provide guidance. The list below is a generic list of possible information to provide and some may not be applicable in your case.

-Be sure to include model of printer
-operating system of computer
- printer driver installed
- printer connected via WIFI, Ethernet or USB?
- has it ever worked?
- any error messages appearing on the screen including numeric or text errors.
- anything that may happened just before the error started such as paper jams or power failures.
- If you can include a sample that would help when issue is print quality

This printer has worked for 4-5 years and is connected via wireless.  

The printer is a hp color LaserJet  mfp m183fx.

Not sure of printer driver - standard driver that comes with printer.

Nothing out of ordinary - no power issues - connections - etc.

Every time I print, I have to turn the printer off and back on again. Upon the first printer, I hear the printer starting up -- then nothing. The LCD screen says "Cooling Down". When I restart, I can print one document before the whole sequence starts again. The printer has airflow on all sides -- nothing blocking it. Troubleshooting reports no errors. 
Not a print quality issue, not totally "I can't print", just "I can only print one document".
