Operating System: Microsoft Windows XP
The ! in a triangle and almost full circle are blinking. Jobs are getting stuck in the print que and not printing. I've cancelled them and tried re-printing. I changed the toner, cancelled jobs, and re-printed but still nothing. Can anyone interpret what the flashing lights mean and what it is the printer wants me to do?

The triangle you are referring to is the Attention LED. It blinks when the printer is in an error state.
It is most likely a paper Jam, see page 85, 89, 93 and 95.
