 I have this ghosting problem (Repeating texts and mixing up colors ) in Hp laserjet 400m 451dn printer when I print colored image

When I print white and black only, it works perfectly.

I replaced all cartridge toners and still have the same issue.

I reset settings in printer, recalibrating, did multiple cleaning pages and nothing changed, too.

This problem happens in 2 or 3 pages through 10 pages but the rest is good.

How to identify the faulty part? Is that fuser, transfer belt, laser unit problem, or software problem?

That is ghosts for a few pages and then stops suggests that the fuser is delayed in getting to temperature. You could try setting the paper type to heavy or letter head and see if that helps. If not, a new fuser is the likely solution.

I tried what you said but still the same problem exists.

I feel fuser is not the problem because the colors stay on even when I rub them. 

Why isn't the problem in laser scanner unit? Maybe it is not clean and needs to be cleaned. What do you think about it?

To answer your question, it is nearly 0 chance of it being a laser scanner, that will result in faded images or blank spots. Based on the spacing of the repetition you are dealing with a bad fuser or a bad cartridge. If you print the supplies status page how does that look?
