I tried to make the user an Admin to the local PC but that did not work.  If I log in as an Admin, it lets me Add/Edit/Delete the watermarks....

Which driver are you using? I typically recommend the Universal print driver as it gives the most flexibility in terms of configuration. Avoid Microsoft supplied drivers if at all possible. This is a screen shot from my UPD driver installation

Is this printer setup for direct IP printing or are you printing to a print server? If printer server you need to configure the watermarks on the server not the workstation, regardless of status of the user. Which driver are you using?
