HP Color Laserjet M551n Smudging from toner leaking on to paper in tray 2

Swapped toner cartridge, ITB, Fuser and Toner collection bottle and toner is still falling onto paper in tray 2 and smudging printouts. After the first page it diminishes to a clean last sheet of the print job. But a new print job will smudge again from toner spilled onto the paper.

I am a bit confused here. The paper tray is located below the laser/scanner assemblies so I do not see how toner is leaking unless you had a bad toner breakage at one time and all the toner was not removed so toner is still leaking. That said are you sure it is leaking on the paper in the tray? To test keep paper tray 2 empty and load media on tray 1 on the side and see if it does the same thing. If it does, then it would indicate a different issue.
