I have done many things suggested on this board:

 

hard reboot

taken ink cartridge out and unplugged

 

Some times these remedies work, but the problem keeps re-occurring.  Now, nothing seems to work.

If the printer cannot fully initialize then there is likely a critical component that is damaged or needs to be replaced.

 

Call it in for warranty repair if you have warranty remaining.

 

If not then contact a local HP repair shop and ask for a quote.

 

Once you have an idea how much it will cost to repair the damage you can decide to proceed, replace the printer or attempt to repair on your own.
