There is a round flashing blue light in the lower right corner of the touch screen area (below the number pad when it's showing).  What does it mean?

 

I've had the printer for a little less than 6 mos and this is the 1st I've seen this flashing light.

The blue light next to the wireless icon? Probably it lost wireless connection.
You must have a good router, others might see that more often. A lot of things can interfere wireless connections, usually the the connection comes right back. If it continues, maybe reset the router, and maybe power cycle the printer too.

I don't have the printer set up for wireless.

The light is a Solid Round Blue light, not the little wireless icon ((.)).

If it's the round blue light next to the wireless symbol, then it is the wireless light. See the user manual of the 8600: http://h10032.www1.hp.com/ctg/Manual/c03026243.pdf
Could it be that you didn't set up for wireless connection, but you didn't turn off wireless either? So the wireless modem is on all that time on the printer, and now it's flashing to remind you to set up the wireless connection? You should be able to turn off the wireless on the printer by network settings or just touch the wireless icon on the LCD on the control panel (there should be a row of icons at the top bar on the display).

I checked my "Apps" section and it says, "Web services (ePrint and Apps) are not enabled on this printer.

Web service not enabled doesn't mean the wireless modem is off.
There are at least 3 things here: the wireless modem on the printer, wireless network connection to a router, and web service, each depend on the previous but not the other way.
You can't turn on web service without network connection, but you could have network connection without web service. You could have the modem on, without using it to connect to a network.
In short, if you are not using wireless, that blue light doesn't cause any problem, and if you turn off wireless on the printer, that light should not come on.

If you touch the wireless icon on the LCD display, did the network status get displayed, with a Settings button? touch the settings button to turn off the wireless on the printer.

This did not help me with my Officejet 6700 Premium. I unplugged the modem and the router and turned the printer off and unplugged the USB wire to my desktop (I have it on Wifi so I can print from my laptop as well) and the power cord. Then I turned them all on in that exact same order. I pressed the wireless icon next to the blue flashing light. Nothing appeared in the display. I went to "Settings"; I don't see an option to turn off the wireless connection (so that I can use the printer until this issue gets resolved).

 

Then I went to the Set-Up menu, selected Network and turned the wireless off (Wireless Direct was already off). Blue light is still flashing. Tried to print with wireless off using (presumably) hardwire connection between printer and iMac. Computer says it can't find the printer (just like all the other times) and there's still an orange background with a squiggly horizontal line over the HP icon in my dock. That changed to a yellow triangle with an exclamation point inside it. I clicked on the icon and clicked Setttings in that new window. It shows the name of my printer but "Location" is blank. Device Name is Officejet_6700 and the Driver Version is 2.0. And now that orange squiggly is back over the HP icon in the dock––and that icon isn't even usually there unless a print has been requested. I cancelled all of my requested prints, so I don't know why it's still showing up in my dock. And yes, both of my computers are fine and dandy on Wifi.

 

Now I've printed a Network Configuration Page, which DID print. Lots of info I don't understand. If some of it will help with the situation, just ask me for the specs you want and I'll gladly oblige. And until then...
