Hello,
I have the same error approx. 75-80% into the extraction for my HP Laserjet M1132 MFP printer driver file. The OS is Windows 10.
When I open the AppData\Local\Temp\7zS3DC9 folder, there is no 'Util' folder in there, so I cannot follow the above isntructions.
Your help would be much appreciated.

Welcome to HP forums, I see that you are getting "can not open output file" error when you while installing printer driver.
I would like to assist you.
This issue occurs when the driver file is not downloaded properly.
Check if you are able to download the driver and run using a different browser, like Google chrome or internet explorer.
If that does not work, follow the below steps to install the printer.
Uninstall the printer software and install the printer with windows built in drivers.
