I've spent $40 in colored paper and $110 in HP ink and cannot figure out how to print in black ink on colored paper. There are only three options: Color, monochrome or grayscale. I need to print in black ink on orange paper. The original .pdf has an orange background. Is this even possible or do I need to buy a higher-quality printer?

You need to eliminate the background on the PDF. That has nothing to do with the printer, it will only produce what it sees in the file. If you select monochrome it will print monochrome but it is going to try to print the colored background in monochrome as well.
