I have the same problem with HP Color LaserJet M452dn.
Seems to be a HP software bug ???
Self-managed vs IT-managed is asked only the first time you switch the power on. Even after you have cleared NVRAM to destroy all the settings, the printer web management interface "Device Configuration" > "Default Settings:" is still "Self-managed" and you cannot change it anywhere.
If you take password protection away from the printer web management interface, then you can go to the printers own local control panel and select "Setup Menu" > "Service" > "LaserJet Update" > "Manage Updates" > "Check Automatically" > and turn it off. However, "Default Settings: Self-managed" still stays. So, if you need to reset your printer settings some day, the printer firmware is unfortunately automatically back to "Check Automatically" > ON.
HP, please fix this bug.

First of all I need to say it's silly being asked to decide between the two options at first power on without further explanation.
I found a description of how to change it for a M452dn though:

There is apparently a super secret menu that is not shown anywhere online or in the literature. Press the back button four times in a row. It opens menu a support menu. Arrow down to the reset menu and follow the prompts.
There is also an enable and disable menu. You can access that by pressing home, back, home, back to access this menu.
