After refilling paper tray I get a "jam in tray 1" error message. I have followed all of the trouble shooting steps and still have been unsuccessful in getting printer to print again. I have checked to make sure there is no paper anywhere. I have reset the printer a couple of times. I have tried to print a cleaning page but it will not do that either. It will act as if its going to print but then give me the "jam in tray 1" error message. Does anyone have any suggestions on how I can fix this problem?

Your issue is not a jam but the pickup roller is worn and can not pick up the paper and the printer thinks there is a jam when the paper does not reach the registration sensor in the time alloted. Below is a link to a kit you can install yourself to fix the issue. To check just remove tray 1 and using a flashlight shine into the back center and you will see the roller is worn with just small tire tracks on the edges.

I understand that you are facing paper jam issues with your HP LaserJet Pro CM1415fnw Color Multifunction Printer.
This issue could occur if there is an obstruction in the paper path.
Let's go through a few steps that may help to fix this issue.
And here are a few steps in the link: A 'Paper Jam' Message
