Smear marks

Can be a failed cartridge, pull the cartridge and examine the the blue/green drum unit. If it is not clean then you likely have toner leaking out. If the fuser is the problem then the smears tend to be composed of loose toner that is not well bonded to the page. Can be caused by something like a label stuck to the fuser or a tear in the Teflon cover of the hot roller. Post a sample if you need more assistance and if the there are repetitive evenly spaced marks on the page, measure and post the separation.

I put a new ink cartridge in it and it didn’t change a thing.

That is a fuser problem, do you print labels by any chance, because it could be some label stuck.
