HP Color LaserJet Pro M452dw

HP color laserjet pro m452 smear marks up and down both sides of the page marks are about 1 1/2 inches wide.

Tried cleaning the printer heads, aligning the printer, and cleaning the cartridges. Nothing is working. Can someone give me a step by step on how to fix this problem?

Could you post a picture of the problem? It would help a lot.

It could be a bad toner cartridge or fuser issue.

Here is a picture of the problem we seem to have been having even after replacing all ink cartridges.

That looks like your fuser is causing the problem, or maybe your toner cartridge. Do you or have you run any labels thru the printer? If so, most likely a couple of label pieces got stuck on the hot fuser roller, I see this often. This isn't smearing, but technically called "ghosting", where the image is picked up by a bad section on a roller and put down again on a different part of the page. You can't reliably or easily clean them off. Best thing to do is replace the fuser assy. and make sure to use only quality laser compatible labels in  the future and only run them thru once, because each time you run them thru with missing labels, the chances are higher that they will come off.
