Although the results are showing defect with new toner cartrdiges, but it is better to once validate the same with the help of your regional HP technical support which will also help you to initiate claim for toner cartridge replacement under applicable warranty.

It could caused be due to defect of the toner cartridge.  It will be helpful if you could also check if Economode is turned off in the device hardware settings as well in the printer driver settings.

If the old toner cartrdige is still with you and working then you may try to install the same the and verify print quality.

New toner cartridge will also be eligible for replacement under warranty support, hence you may claim the same for replacement if found to be defective.
