- New toner cartridge never shows 100% on my Laser Jet Pro MFP...

I put new toner in our HP Laser Jet Pro MFP M281fdw. After doing this, it never shows that it has 100% level or anything close. After only a few days of light usage installed (9/26/19) the cyan cartridge shows 20%. I am beginning to suspect that our cartridges are not full when I receive them, yet the price remains excessive. This is not the first occurrence of this problem. Supplies Status print out indicates that 1048 pages have been printed since the above date. This is not possible as the owner of this printer has been on a business trip for 1 week of this time and is a light user of this printer on a regular basis. Can anyone help me understand what is happening?

I suggest you do a Hard Reset on the printer and update the firmware for the printer.
(1) Turn the printer on, if it is not already on.
(2) Wait until the printer is idle and silent before you continue.
(3) With the printer turned on, disconnect the power cord from the rear of the printer.
(4) Unplug the power cord from the wall outlet.
(5) Wait at least 60 seconds.
(6) Plug the power cord back into the wall outlet.
NOTE: HP recommends connecting the printer power cord directly to the wall outlet.
(7) Reconnect the power cord to the rear of the printer.
(8) Turn on the printer, if it does not automatically turn on.
The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.
Wait until the warm-up period finishes and your printer is idle and silent before you proceed.

Restart the printer.
I would suggest you print until the toner goes out of ink or print quality issue.

It sounds like the cartridge is used, or at least the cartridge memory chip was not replaced when the cartridge was remanufactured if it's a remanufactured cartridge and not HP. The toner level (an estimate based on usage), usage and date are kept on the cartridge memory chip. The printer can't actually see how much toner is inside the cartridge, it's just a calculated estimate that's tracked by the chip.
