When printing - the whole page is covered in cyan ink...

I have double checked that the cartridges are in correct placement and 60% full.

Any ideas how to resolve this myself as I am out of warranty.

That is either a bad cyan cartridge or a damaged contact. Remove the cyan cartridge and look at the blue/green drum on the bottom. If it is covered with toner that will confirm bad cartridge. You will need to replace it.
