I bought a second hand HP LaserJet Enterprise M607 but when I try to connect it to my network or my pc, it says the printer is offline.  The printer's display is lighting up but it is blank, and so I can not pass any commands through it.

Do you get activity lights on the network port of the printer when you plug the cable in? If not then you may have a faulty formatter or failed drive, or possibly the previous owner removed the drive before selling it, though typically a missing drive will generate a 99.xx.xx error on the screen. Remove the left formatter cover to confirm that the storage device is installed. Circled in red in picture below

You can also try pressing the engine test button (circled in image below). Make sure to have paper loaded in tray 2 and hold the button for a couple of seconds. If a page of lines is generated then the base printer is ok and makes it more likely that there is a problem with the formatter and likely the reason the previous owner jettisoned it.
