-- Dragon Says --

It is best for the printer if you can leave it on.

The printer will set itself into a "sleep" mode that uses little power and allows the printer to wake for self-maintenance when needed.

Shutting the printer off increases start time, increases the steps needed to set the printer to a "ready" state, and -- in some cases -- uses a bit more ink to complete the full round of testing.

-- An Exception -- When to shut off the printer --

If there is a clear and present danger to the printer's power supply, for example, during a storm or electrical problems in the area, the printer should be shut off to protect it's power supply and other sensitive components built into the printer hardware.

One member complained that after an electrical outage, the printer tried to boot as soon as the power was restored.  This can be a problem if the power is not stable when it returns or if the power goes off again before the printer can even restart itself fully.  On-OFF-On-OFF power can destroy a printer and many other types of equipment and appliances, too.  There are special plug-in devices you can purchase and plug into the outlet that prevent returned power from starting the device (in this case, your printer).  Plug the device into the wall outlet and the printer into the device.  Similar devices include a built in "delay" -- for example, several seconds to an hour -- so when the device starts, it is perhaps less likely that the power will suddenly shift or fail again.

A third option, not recommended by HP but certainly doable if you understand your network, your local environment, and have the right protective equipment for the job:  Battery backup
