Downloaded software to local drive.  Run executable and when it gets to 99% it says it took too long and to restart and try again.  I've done that multiple times but it's not working.  I never gets to the step that says installing software.

The download is not able to fully extract onto your machine.  You likely have some kind of security restricting the .exe from performing the extraction process.  Try extracting the files on a 2nd PC, save them to a USB drive and then copy them back to the original PC.

Or you could try to run the .exe "as Admin" and see if you can elevate the .exe on your own.  If you do not have access to the Admin account of this machine you will need to contact whoever does and coordinate the install from there.

Once you have access to the extracted files you should be able to proceed.  This is assuming you have the correct permissions to install new applications as your current userID.  If not you will need to elevate the installation wizard by running it as Admin or disabling any software protection that is running on that PC.

I have this problem as well.  Is the HP LaserJet Pro 400 too old to be installed on a 2019 Windows 10 ThinkPad?  I don't want to try the suggested solution (begin the install on a second computer and then try to transfer the installation files) because I've already wasted a couple of hours on this.  If the 400 is just too old, I'd rather not waste my time (bought it in ~2012).  It may be that the HP LaserJet Pro 400 is not compatible with modern soft/hardware.
