Whilst the solution to scan given by a Hp employee is to launch scan to from programs, one can only uninstall or repair from programs.

It sounds like you are attempting to launch the scanning software from Programs and Features/Apps & Features instead of the Start menu.  Programs and features only allows you to uninstall/repair applications.  The start menu > Programs list will allow you to launch applications.

 

A short cut is to allow Windows to find the scanning application for you:

1. Navigate to Start > Start typing "Scan" > Review the options

2. Select the appropriate HP Scan app for your printer from the results
