It seems obvious now, but downgrade your firmware first before doing step 3 and changing "Allow Updates" to "No". I thought 

"Allow Downgrades" was enough, but I think the logic is:

 

"Allow Updates" = ability to change firmware.

"Allow Downgrades" = ability to downgrade firmware if "Allow Updates" is also true/Yes.
