It's possible something on the tray has broken or there is something broken inside the printer. Do you have another M402 you can swap trays with to see if that resolves the issue? Can you post a pic of where the tray is stopping or anything that looks suspect underneath the printer. does this printer have a duplex tray? is there a black plastic plate hanging down underneath the printer, if so can you push it up so that it snaps into place? have you recently replaced the tray 2 paper feed rollers, maybe they are not seated correctly.
