After I unpacked and removed tape from HP paper feeder L0H17A, I moved the blue tab to expand the paper guide width to place paper but it will not expand to fit 8.5 letter or legal sized paper.
Please help. Thank you

there are two guides, on the X axis and Y axis. if you're facing the front of the tray, the Y axis guide (paper length) should come toward you, while the X axis guide sets paper width. The guides can stick a little bit too so just make sure thats not your issue. If there is absolutely no movement from the guide, the tracking gears underneath the guide itself could be broken or out of place.

Any chance you accidently got an L0H21A which is an envelope feeder?
