I have connected my new HP printer to my Chromebook and It works fine. I want to get access to the online control panel, but can't get there by typing the printer's IP address in the browser address line.

I can offer only the following limited observation...
Assuming your printer is on your network,
Assuming the printer IP address is actually correct,
You might try a different Browser.
Chrome, for example, doesn't like internal connections and will at least complain about trying to open the printer IP.
Open your favorite browser > type / enter Printer IP address into URL / Address bar
