If the toner is not bonding you may need to user a higher fuser temperature, such as setting paper type to labels. Also ensure that the media is certified for LaserJet.

The media (decals) needs to be printer compatible in order to work. You didn't say what printer you have. If you are using an inkjet printer, the decals need to be inkjet compatible (should say on packaging) or if you're using a laser printer, they need to be laser compatible. The compatibility means that they are designed for the ink type and printer type so they will print correctly and not damage the printer and the ink will stick to the media.
