I have 

  • Make sure the printer is ON.
  • Remove the cartridges.
  • Unplug the Power cable from the printer while it is ON
  • unplug the USB cable from the printer end.
  • Wait for 30- 40 seconds.
  • Plug in the Printer Power Cable.
  • When the Printer is ready, insert the cartridges and close the cartridge access door.
  • Connect the USB  cable to the printer.

the printer still accepts the print job, flashes the green light as if it is receiving the job, the says completed. No paper is printed.

According to this document https://support.hp.com/ca-en/document/c03450061 the 2000 series is NOT COMPATIBLE with windows 10. This is a very old printer so it might be time to upgrade. The symptoms you are seeing are consistent when a driver is simply not compatible with a printer. You could try installing a Microsoft supplied driver for a Laserjet 4000 to see if that works.
