@Jungse, welcome to the forum.

Your new video card requires UEFI in the motherboard instead of a Legacy/standard BIOS.  HP didn't begin using UEFI until mid-October, 2012.  Your BIOS can't be upgraded to UEFI.  I suggest contacting the manufacturer's Tech Support to see if they have a VBIOS for the card that will allow it to work with a Legacy BIOS.

Hi, thanks for the fast reply!

I understand what you're saying, but in my system setup menu that I can enter during the boot up, it says that I have both UEFI boot sources and legacy boot sources in my boot setup tab. Does this mean I have UEFI?

I have also read around the web that the RX 460 can be installed in legacy bios, and that It supports UEFI but isn't needed.

Is there anything else that can be causing this problem?

Thank you for the additional information, @Jungse.

No, your system came with Win 7 and a 7.xx series BIOS.  This is not compatible with UEFI.

As I suggested, your best option would be to contact the manufacturer's Tech Support to see if they can help you.  They are the experts on their cards.
