My printer says there is a cartridge problem. I have already tried all the troubleshooting like cleaning off the copper contacts. I put a brand new black ink cartridge in. I cannot figure out how to align the cartridges from my HP Chromebook. IF I try to print anything it says my printer is busy. I tried downloading the HP Smart print app to my computer but it says it cant log in to my HP account even though I am logged into HP on my web browser. I just want to know how to align the cartridges.

Welcome to the HP Support Community.
Since you're on a Chrome OS, you wouldn't be able to align the cartridges. You would need a Windows or MAC OS. Regarding the error message, if you've performed all the steps from here: https://support.hp.com/us-en/product/hp-deskjet-3700-all-in-one-printer-series/8954253/document/c053..., I recommend you to contact the HP Support Team regarding this as this could be a hardware issue.
