The web services icon is flashing amber and the envelope w/ink drop icon is also flashing. All I've managed to figure out is that there is an error and print job are being blocked, but not why. Yes - I have turned it off and on again 😉 I have also tried troubleshooting. This happened after I recently canceled and then reinstated my Instant Ink service.

Thanks for taking an interest in the HP Support Forums! This is a great location to get resolutions and interact with experts from the community. I came across your post and wanted to assist you. I understand you are having issues with blinking lights on your HP DeskJet printer. Don't worry as I have a few suggestions which should help you resolve this issue.
To provide you with an accurate solution, I'll need a few more details:
Did you replace the ink cartridge recently?
Have you signed up for Instant Ink program?
In the meantime, let's try these steps here:
Perform a Hard reset on the printer and make sure that the printer is connected directly to the wall outlet and not to the surge protector.
With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.
Remove USB cable, if present.
Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.
Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord and then plug back the power cord to the printer.
Turn on the printer and wait till warm-up period finishes and the printer is idle.
I would start by checking the installed printer software by downloading and running the HP Print and Scan Doctor. This tool can diagnose and fix many printing and printer software related issues. Please use this link to help you with that information: http://hp.care/2biN2XE
If the issue persists, I would suggest here is to Uninstall and reinstall the printer drivers:
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Restart the PC
14.) Now click on this link: http://ftp.hp.com/pub/softlib/software13/printers/lhasawl/DJ3700_Full_WebPack_1085.exe and install the updated printer software
15.) Connect the USB cable only when prompted and follow the on-screen instructions to complete the setup.
