Is there a software solution or app for enabling fn (function) Keys on my HP laptop?

So my HP laptop has no fn lock, and the only way to use the function keys is to enable them in bios. Is there some way that an app or some program could on the software side be a digital "fn caps lock" Like it digitally presses and holds the fn button virtually allowing me to use the fn keys when I want and then turn off the program having them back to normal. It's very cumbersome to use the fn button when I'm playing a game or using a program that requires constant use of fn keys. And booting the bios every time to change the setting is no good.

So, in short, is there some kind of fn toggle switch program or app that can digitally press the fn button like what a caps lock does. Any help with this inquiry would be appreciated.
