I am trying to print from a remote location and I get the message that printer is offline.  Can I bring the printer online from my current remote location or do I have to return to printer local location?

The simple answer is that the printer cannot be brought "online" in a remote location.

 

You (your device) and the printer must be in the same physical location to connect to the same network.

 

-- Remote Printing --

 

Depending on your situation, your printer model, your account, and your HP services, remote printing might be supported.

 

Remote printing does require the feature(s) be set up before you need it. 

 

You (your device) and your printer must be connected to the same network during the initial setup.
