I've tried all the steps listed but the problem still persists.
No amount of googling or searching through HP sites has helped me resolve this issue.

I understand when you are setting the web services you are getting error web services could not be set up on your printer.
Don't worry I'll try to help you out.
Did you make any changes to your printer?
As you mentioned when you are setting the web services you are getting error web services could not be set up on your printer.
Try the steps recommended below.
On your printer control panel, touch or press the HP ePrint icon or button, and then touch or press Settings.
If your printer control panel does not have an icon or button, navigate to Web Services Setup, Network Setup, or Wireless Settings to open the Web Services menu, depending on your printer model.
Select Disabling depending on your printer model.
Follow the on-screen instructions to turn off Web Services.
Once you have web services are disabled try re-enabling the web services.
Also, try the steps recommended below.
Turn on Web Services from the Embedded Web Server (EWS)
Using the printer EWS to turn on Web Service might resolve any communication issues with the printer control panel.

Print a Network Configuration Page.

Printers with LCD and text-based control panels: Print the page from the Wireless, Network Settings or Setup menu.

Printers with basic control panels (buttons only): Print the page using the button combinations on the printer control panel. For some printers, press the Wireless
and Information
buttons simultaneously, or press the Wireless and Start Copy Black
buttons at the same time.
For detailed instructions to print a Network Configuration Page, go to HP Customer Support, type your printer model, and then search for the document to 'print a self-test page.'

On the Network Configuration Page, locate the URL(s) for Embedded Web Server address.
NOTE:
If the URL for the EWS is http://0.0.0.0, the printer is not connected to a network. Reconnect your printer to the network, and then continue troubleshooting.

On your computer, open an Internet browser.

Type the URL address for the EWS in the browser address bar, and then press Enter.
NOTE:
Make sure to type the IP address into the Internet browser's address box. If typed into a toolbar search box or search engine, the EWS does not open.

If a website security certificate displays in the Internet browser, click Continue.
The EWS webpage for the printer opens, which confirms that the printer is on the same network as the computer.

On the EWS webpage, click the Web Services tab.

On the Web Services Setup page, click Continue, Turn On, or Enable, and then follow the on-screen instructions

Check the Internet proxy server settings
For networks that use proxy servers, update the Web Services settings in the printer EWS with the proxy information.
Locate the Internet proxy settings.
Mac: Open System Preferences, and then click Network. On the Network window, click Advanced, click the Proxies tab, and then select your proxy, if necessary.
Write down the Address and Port values for your proxy server connection.
From the EWS, click the Web Services tab, and then click Proxy Settings.
Type the Address and Port values for your proxy server connection, and then click Apply.
Try to turn on Web Services.

Now look, I know your only a bot and therefore have limted intelligence, but I said in my post that I had already tried those steps and that they didn't work.
The EWS also returns a cannot connect to server error!

I appriciate your efforts for writing back to us.
As you mentioned when you access EWS page you are getting can't connect to server error.
By the way, I'm not a bot, the name is derived from a series called Mr.Robot.
And I understand that you have tried the steps before reaching out to us.
Have you updated the router firmware to the latest version?
Outdated router firmware might affect performance, security, or prevent the router from accessing the Internet.

Open an Internet browser, type the router IP address in the browser address bar, and then press Enter.
NOTE:
These IP addresses, names, and passwords are provided for informational purposes only and might not work with your router model.
Router brand IP address Username Password
3Com http://192.168.1.1 admin no password required, or admin
Belkin http://192.168.2.1 no username required, or admin no password required
D-Link http://192.168.0.1 admin, or user no password required, or admin
Linksys http://192.168.1.1 admin, no username required, or Comcast admin, no password required, or 1234
NETGEAR http://192.168.0.1 admin password, 1234, or setup

Sign in to your router web-based setup page, if necessary.

Locate the option to update the firmware. You might find the update option in the Administration, Utilities, Tools, or Maintenance menu. Refer to the documentation that came with your router or contact the manufacturer for more information.

If the router firmware is outdated, follow the on-screen instructions to update the firmware, and then try to connect to Web Services.

Also, try restoring the network settings to default, if the issue still persists try resetting the printer back to factory settings and enable the web services again.
To restore the printer to the original network settings
1. From the printer control panel, touch and slide your finger across the screen, touch Setup, and
then touch Network Setup.
2. Touch Restore Network Defaults, and then touch Yes.
A message appears stating that the network defaults have been restored.
3. Touch OK.
4. Print the network configuration page and verify that the network settings have been reset
To restore the printer to the original factory settings
1. From the printer control panel display, touch and slide your finger across the screen and then
touch Setup.
2. Touch Tools.
3. Touch Restore Factory Defaults, and then touch Yes.
A message appears stating that the printer defaults have been restored.
4. Touch OK.

I have exactly the same issue and so it seems do many other people judging by your forums. The printer is visible on the network, you can even browse to it, but 'web services' cannot be setup and thus this printer is threatning to stop printing because it can't update its instant ink status.
The report it prints off even confirms the test server is reachable (PASS).
