And to document everything I have already tried:
-All "Audio/Recording troubleshooting" steps
-Uninstall/Reinstall the device. It still says there are no compatible drivers for this device.
-Updated the BIOS
-Updated the chipset drivers
-Verified there are no more Windows updates to install
At this point I really don't know what else to do other than perhaps a fresh install of Windows10 (not using HP software/image). Hoping someone here can help.

I fixed the issue. Turns out you have to reinstall the AMD drivers for the processor and the graphics card. My theory is that it is all bundled into the same set of drivers so even though the issue is with the microphone, you have to install the Ryzen + Radeon drivers. During the setup process of the Radeon update (using the Adrenaline 2020 software) leave the "Factory reset" box ticked. After reinstalling the drivers and restarting the machine, voila! the internal microphone was working. I imagine in the future windows update will take care of this issue, my guess is the processor/machine is still too new hence the drivers are still not properly distributed.
As a bonus, after installing the drivers, run the AMD Radeon Software and turn off brightness control. If you have a machine with just 200nits like mine you will welcome the extra brightness.

Step 1:
Assumes an external microphone. The problem is with the internal microphone.
Step 2:
In device manager:
Sound, video and game controllers contains:
AMD High Definition Audio Device - Update drivers says 'the best drivers for your hardware are already installed'.
Realtek(R) Audio - Update drivers says 'the best drivers for your hardware are already installed'.
Other Devices contains:
'(!) Audio Controller' - Update Drivers says 'Windows was unable to install your Audio Controller'
Step 3:
The current version of HP Support Assistant no longer look like the one shown in the guide.
Fixes & Diagnostics -> Fix Audio Issues reports 'The microphone or headset is unplugged'.
Step 4:
Troubleshoot -> Recording Audio says 'the device does not appear to be plugged in'.
So, the 'Audio Controller' which is lacking a driver is presumably the microphone.
The fundamental problem is that this driver is missing, but all the HP driver check stuff insists that everything is up to date.
FWIW, the microphone did work when I first got the machine, and worked for about a week before this problem appeared.

Fixed! As @Hlgenious says - the microphone driver turns out to be part of the graphics driver, and is NOT listed under audio drivers.
I went to support.hp.com, auto-detected the product (x360 13-ay0009na), downloaded the AMD-High Definition Graphics Driver (26.20.14052.0 Rev A), and ran it.
Problem now fixed.
Microphone now working, no longer a driverless entry in device manager. Audio Inputs and Outputs now lists 'Internal microphone (AMD Audio Device)' and 'Speaker (Realtek(R) Audio).
