I actually solved this problem myself, something hp support failed to do. Feel free to give me a job guys.
This worked for my omen 17 2019. Download the latest Realtek Audio drivers from hp support. Run the installer, it will extract the files and try to install but fail halfway saying that the driver does not support the o.s version. (in other words, it will only work with an older version of windows not the latest updates).
Go to the extracted files at c:\SWsetup
Search for a folder called APPX
In this folder you will find 'f634d290d8be4f529dbff6284f415227.appxbundle'
Run this package and it will install the omen audio control center.

Thank you, this is the only thing that worked on my Omen 17 2019 too.
Still my laptop speaker highest volume is quite low, I'm sure that it's not properly because when the fans start to work I can't hear anything from games.
Another thing is I don't have the "sound enchanments" tab in speaker settings and if I enable sound enchanments option in advanced tab computer audio starts to lag . Do you people has that tab?
Also isn't there should be some kind of Bang & Olufsen software for this PC? My previous Asus laptop (From 2015) had one.
I indeed preferred HP over other brands like Lenovo and Acer because I thought it was more established in these matters but it has been a real hassle. It seems drivers and software are outdated already and when you update Windows 10 Pro you just get the generic drivers.
