snapping sound / voice recognition not working

my voice recognition is not showing, and there is a snapping sound on certain pages. this happened to me before when I first got this laptop. I had to have real tech support to fix it. It took 2 sessions.

it's not hurting anything, but the snap sound is annoying.

• Did this happen after a recent window or software update?
• Have you tried any troubleshooting steps?

While you respond to that, let's try these steps: 

1. Open Settings.
2. Click on System.
3. Click on Notifications & actions.

Under "Get notifications from these senders," click the app you want.

Turn off the Play a sound when a notification arrives toggle switch.
