I have no idea the product or number or if it’s windows 10 64 or 32 , I legit left for 4 days and i come back and my mom sets this on my laptop that I bought.. how does someone even do this?? Does it stay like this cause if it does then there’s no reason to keep a $300 laptop I bought for myself to stay around with me. I don’t know the administrator password and the Power on password doesn’t work

I'm not following what you're saying -- you claiming that your mom changed your password and now, you can't login anymore?
Anyone who can login to a laptop using an admin account can change ALL the account passwords -- so I fail to see what that has to do with how much you paid for it.
We are not permitted to assist in resetting passwords because HP considers that a violation of customer privacy. HP can assist in resetting passwords but if your original warranty has expired, they will charge you for the assistance.

For Admin password resets, you have to contact your regional HP Customer Support location directly for assistance.

For BIOS or power-on password resets, because the password is encoded onto a chip on the motherboard, replacement of that motherboard is required. For more information, read this HP thread: https://support.hp.com/us-en/document/c06368824.
If you are not prepared to spend the money to get HP to replace the motherboard, you would have to take the PC to a local repair facility to see if they can do it for you -- we can not assist in that in any way.
