Hello,
Unfortunately, in the HP support community we are not allowed to help you with the BIOS password. So only HP technical agents are authorized to provide you with a separate file to your computer. The only solution is to contact HP and if need to contact them several times to complete your file.
Rules of Participation No posts shall include instructions or directions intended to bypass or subvert security measures, including passwords, locking mechanisms, fingerprint scans, etc., or to bypass any safety measures.
I recommend you therefore to contact Assistance customers HP to resolve this problem. The solution proposed by HP will be to replace the motherboard to solve this problem.
Please do not hesitate to solicit us if needeed.

HP has had a change in policy and NO LONGER provided the SMC.bin files they used to in order to reset BIOS passwords. So, there is no file that you are going to be able to get from HP.
To resolve a forgotten BIOS or power-on password issue, since that password is embedded into the firmware of the system board, to replace that, a system board replacement is required -- and additional customer costs apply, and while the costs vary by laptop model, they are generally around $200 USD. HP has issued this post about BIOS passwords: https://support.hp.com/us-en/document/c06368824.
So, as @Mans indicated, you are going to have to contact HP to see about arranging for a system board replacement.
